Triumph of Duka in UEFA, elected as a member of the Executive Committee

Rome- It was held today the 43rd Congress of UEFA that had in the agenda the election of the President of UEFA and the members of the Executive Committee of UEFA, with president of AFA, Armand Duka, being a candidate for the latter.
President Duka managed to be part of the Executive Committee of UEFA with 36 votes, for a 4 year mandate, receiving the trust of the delegates of many important European federations. A great achievement for Albania and Albanian football, that has managed to stretch beyond the representation frontiers of the most important European sport institutions. For the first time in history, Albanian football will be represented by President Duka at the government of European football.
This Congress reconfirmed Aleksander Čeferin as president of UEFA, getting another mandate for four years.

Tasks and responsibilities of a member of the Executive Committee of UEFA
The Executive Committee of UEFA is the supreme body of UEFA. It is composed of the President of UEFA and 16 other members, 1 of which should be a female, that are elected by the Congress of UEFA, two members are elected by the European Club Association (ECA) and one member by the European Leagues, ratified by the Congress, all with the same rights and tasks like the other members of the Committee.
Members and vice – presidents

The Executive Committee cannot have more than one member from a federation which is member of UEFA. This rule is not applied for female members or for the members of the Executive Committee elected by ECA and the European Leagues. Every member of the EC, excluding the president and the female members, have an active role (i.e. president, vice- president, general secretary, delegated administrator) in the respective Federation. The Executive Committee elects a first vice- president and four other deputy presidents form the proposals of the President of UEFA. The President can give specific functions to whomever of the vice- presidents.

Terms of office
The mandate of the President and the members of the Executive Committee is four years. Eight members and the president are elected every two years. The term of office of the two members of the Executive Committee elected by ECA and from the European leagues is four years. No person should be president of member of the Executive Committee for more than three mandates, consecutively or separately. A person more than 70 years old cannot be elected as member. If there is a vacancy, the next ordinary Congress will elect the replacement until the remaining of the mandate. If vacancy occurs during the last year of the mandate, no replacement is elected.
The mandate of the President and the members of the Executive Committee starts at the close of the Congress at which they are elected and terminates at the closure of the Congress in which the successors are elected and ratified.

Powers
The Executive Committee can adopt regulations and take decisions on the matters that do not have to do with the legal or statutory jurisdiction of the Congress of UEFA or any other body. The EC administers UEFA, except the cases when the activities have been delegated or managerial duties delegated by the Statute of UEFA to the President of UEFA or UEFA Administration.

Duties
The UEFA Executive Committee has the following non-transferable duties:
• Overall control of UEFA and the issuing of necessary instructions

• Definition of the organizational structure

• Form and supervision of the book-keeping

• Appointment of five members of the UEFA Governance and Compliance Committee and the issuing of their terms of reference

• Appointment of the General Secretary and deputy General Secretary upon the proposal of the UEFA President

• Dismissal of the General Secretary and deputy General Secretary upon the proposal of the UEFA President, or by a decision supported by two-thirds or more of all members of the UEFA Executive Committee

• Overall supervision of the UEFA administration, including the general secretary and deputy general secretary, especially in terms of observance of laws, the UEFA Statutes, regulations and orders; approval of the annual business plan of the UEFA administration

• Compilation of a written report for presentation to the Ordinary UEFA Congress

• Examination of the administration’s report to the Ordinary UEFA Congress

The UEFA Executive Committee may delegate the preparation and implementation of its decisions or the supervision of business to one or more of its members. The committee is also authorized to delegate management, either fully or partly, to the UEFA President, to one or more of its members and/or to the UEFA administration.

Meetings
As a general rule, the Executive Committee gathers every two months and is called by the President. The President may invite third parties in the meetings of the Executive Committee, as consultants. The Committee has an even quorum with half of the voting members including the President of UEFA or, in his absence, one of the vice-presidents.

Decisions
The decisions of the Executive Committee have immediate effects except some provisions of the EC. A member of the Executive Committee or the President do not participate in matters or points of issue regarding the Association or teams of his respective country, in other cases it may constitute as conflict of interest.
