Today in the premises of the Albanian Football Association was held the meeting between AFA and the clubs for the creation of the Professional League. Below are the matters that were discussed during the creation of the League:
1. Present were the legal representatives and the representatives of the clubs of Kategoria Superiore . Absent was the representative of KF Tirana;
2. Present was the President of AFA, Mr. Duka and deputy President Mr. Libohova;
3. It was discussed regarding the nature of membership and the way of winning and losing. It was agreed that the principle for membership in the League will be the merits. Only the clubs that were ranked in the first 10 spots will be part of the League. The clubs that drop from this category will automatically lose membership;
4. Partizani and Teuta proposed Mr. Libohova as chairman. All the present unanimously agreed;
5. After the registration in the court, the League will request a membership at AFA, a request that will be discussed during the next Assembly;
6. It was discussed that the League will create its own disciplinary commissions. This is not allowed according to the Laws of the Game IFAB and the Status of FIFA. For this reason, President Duka proposed that the League has the right to appoint members for the commission of referees and discipline, in order for them to have representatives in decision making. The President invited all the members to discuss whether they have proposals or changes in the Code and the Regulation;
7. The President of Teuta Mr. Edmond Hasanbelliu discussed about the need of economical and political independence of the League from AFA, respecting the obligations from every member that the League has. Mr. Libohova stated that it will start to work to assure economical benefits for the League, that will come from the transfer of the contract of the TV rights from AFA to the League and from other sponsorship contracts;
8. Furthermore, it was discussed the premises of the League, suitable for all the members and for a draft of the administration of the League.
9. All the members agreed that the actual status draft is general, and it can be amended at every time, aiming to register it in court;
10. It was discussed for further steps that the League should undertake regarding the relations with AFA. President Duka proposed that all the technical mattes should be solved through an agreement framework between the two institutions.
